The Pune Municipal Corporation (PMC), through its City Improvement Committee, has activated a crucial mechanism to regulate the city’s sprawling outskirts: the preparation of a comprehensive Development Plan (DP) for the 23 newly merged villages.

In a pivotal meeting chaired by the committee head, the PMC administration received the green light to draft a Development Plan specifically for the 23 villages that were merged into the municipal limits. Previously, these areas were governed by basic Gaothan (village settlement) regulations, leading to a mismatch between rapid urbanization and available infrastructure.
The committee acknowledged that without a master plan, these fringe areas were suffering from haphazard construction and unauthorized settlements. The proposal to appoint a specialized agency, funded with a sanctioned budget of Rs 5.3 crore, aims to correct this by defining a legal roadmap for land use.

Specialized Team Formation: The administration was directed to assemble a team of current and retired town planning experts.
Protection of Existing Rights: In a huge relief to lakhs of property holders, the committee explicitly stated that existing Gaothan properties and those with mutation entries (property cards) registered before the merger date would not face new reservations or demolition threats.
Zoning Definition: The new DP will clearly demarcate residential, commercial, industrial, and amenity spaces (gardens, schools, hospitals).
